As
Malaysia steps into the new millennium, high priority continues to be given to
human resource development, particularly in preparing trained and qualifies
skilled work force to support the country’s economic development.
The introduction of the
new Sijil Kemahiran Malaysia (SKM) system in 1993, by the Majlis
Latihan Vokasional Kebangsaan (MLVK), serves to reshape vocational training in
the country towards meeting the needs of today’s workplace more effectively.
The more flexible framework of national skills recognition and qualification
has been deemed necessary to promote a national ‘training culture’ which
is more conductive for the personal motivation of skilled workers, thus
leading to the overall upgrading of competencies amongst the country’s
skilled work force.
Implicit
in this definition is the mandate given by the MLVK to accredited centers to
offer, administer and maintain the quality of the Malaysian skill certificates
for specific jobs covered by the relevant National Occupational Skill
Standards.
